Sperry failed to notify EPA in writing of its intent to export chemical substances subject to sections 4 and 5 of TSCA and Sperry failed to submit a certification to the district director at the port of entry adequately representing the true compliance status of the chemicals as required by 19 C.F.R. section 12.121(a).
