This unilateral administrative order is issued with respect to the first phase of operable unit two of the Site, to address buildings located at the former facility, which present conditions that constitute an imminent and substantial endangerment to public health, welfare or the environment. The unilateral administrative order requires the three respondents to perform the building demolition phase of operable unit two, selected in the Record of Decision dated September 30, 2004, which consists of demolishing the buildings and disposing off-site of the PCB-contaminated debris.
