Charles W. Owen allegedly discharged fill material into 0.3 acres of forested weltand to construct the Holiday Harbors subdivision on Buckeye Lake in Perry County, Ohio outside of the scope of his Section 404 permit. Mr. Owen has agreed through a Consent Agreement to purchase 0.9 acres of forested wetlands from a mitigation bank as mitigation for the aforementioned impacs.
