On September 30, 2011, Region 1 filed a consent agreement and final order (CAFO) resolving Clean Water Act (CWA) violations against the Charles River Water Pollution Control District (District) located in Medway, Massachusetts. In its Complaint, EPA alleged the District had routinely violated phosphorus and total suspended solids limits during the past five years in violation of its NPDES permit. The District has agreed to pay a $16,500 penalty as well as to spend $60,000 on a low impact development/green infrastructure project.
