Harbour Industries, LLC of Shelburne, Vermont, a manufacturer of high performance wire and cable, will pay $80,000 to settle Region IÂs administrative penalty action for Clean Air Act permit violations. The companyÂs manufacturing processes generate emissions of volatile organic compounds (VOCs). EPA alleged that for a period of approximately three years, Harbour violated its state permit by failing to use an approved method to demonstrate compliance with a VOC limit of 50 tons per year and by failing to develop and submit for approval an operation and maintenance plan for its VOC emissions control device, a regenerative thermal oxidizer. Although no actual excess emissions were documented in this action, the violations alleged increased the risks of excess emissions.
