Region 10 Files Expedited Settlement Agreement in MacDonaldÂs Hudson Bay Resort, Inc. SPCC Case, Bayview, Idaho. On November 19, 2010, Region 10 entered an Expedited Settlement Agreement in connection with an EPA SPCC Inspection of MacDonaldÂs Hudson Bay Resort in Bayview, Idaho that occurred in April 2010. During the inspection, it was determined that MacDonaldÂs Hudson Bay Resort, Inc. had violations at the facility and did not have an SPCC plan. The majority of the violations focused on the inadequacy of MacDonaldÂs Hudson Bay Resort Inc., secondary containment, tank integrity testing program, and SPCC plan development. MacDonaldÂs Hudson Bay Resort, Inc. facility is a marina and general store with fuel services. The terms of the settlement required the respondent to pay a penalty of $2,850 and correct all found violations within a 60-day time period.
