Region 10 Files Expedited Settlement Agreement in Boyer Towing, Inc. – Ketchikan Oil Storage Facility SPCC Case, Ketchikan, Alaska. On September 30, 2011, Region 10 entered an Expedited Settlement Agreement in connection with an EPA SPCC Inspection of Boyer Towing, Inc. - Ketchikan Oil Storage Facility in Ketchikan, Alaska that occurred in May 2010. During the inspection, it was determined that Boyer Towing, Inc. had violations at the facility including the lack of an up-to-date SPCC plan. The majority of the violations focused on the inadequacy of Boyer Towing, Inc. – Ketchikan Oil Storage Facility’s, secondary containment and SPCC plan development. Boyer Towing, Inc. – Ketchikan Oil Storage Facility is a bulk fuel storage and marine dock facility located along Tongass Narrows in Ketchikan, Alaska. The terms of the settlement required the respondent to pay a penalty of $1,400 and correct all found violations.
