On June 6, 2011, Region I filed a Clean Water Act (CWA) administrative complaint alleging that Rowley Fuels, Inc. of Milton, Vermont violated Section 311 of the CWA and the Oil Pollution Prevention Regulations at 40 C.F.R. Part 112. Specifically, the Complaint alleges that the company failed to maintain and fully implement a Spill Prevention, Control, and Countermeasure plan at its fuel distribution facility located in Alburgh, Vermont.
