On March 22, 2011, Region 10 filed a Consent Agreement and Final Order (CAFO) that resolves violations of EPAÂs Federal Implementation Plans under the Clean Air Act for Indian Reservations in Idaho, Oregon and Washington (FARR) by Stephen Bangs. EPA alleged that Stephen Bangs caused and directed the open burning of prohibited material on March 18 and April 24, 2009, at properties located in Toppenish, Washington, on the Yakama Nation Indian Reservation, in violation of the FARRÂs General Rule for Open Burning. The types of prohibited material burned include construction debris, demolition waste, tires, and plastic pipe.
