On April 14, 2011, Region 10 filed a Consent Agreement and Final Order (CAFO) that resolves violations of EPAÂs Federal Implementation Plans under the Clean Air Act for Indian Reservations in Idaho, Oregon and Washington (a.k.a. FARR) by JacksonÂs Service, Inc., who owns and operates a fueling facility located in Nespelem, Washington, on the Colville Indian Reservation. EPA alleged that JacksonÂs Service, Inc., failed to submit annual registration forms with the EPA from 2007 through 2010, as required in the FARRÂs Rule for the registration of air pollution sources and the reporting of emissions.
