On August 1, 2011, Region 10 filed an Expedited Settlement Agreement with Hays Oil Co. to settle Clean Water Act violations at its Medford bulk oil storage facility. The violations included failure to develop an adequate SPCC plan, conduct required trainings, provide adequate secondary containment for oil storage tanks, and install required fail-safe engineered alarm devices for preventing spills. As part of the settlement, Hays Oil Co. spent a reported $30,000 to correct all deficiencies and paid a $2,800 penalty.
