Administrative Order issued for violation of the Clean Water Act. Respondent, Rene Coumans d/b/a/ Bell Vue Dairy operated a dairy facility located in Hopkins County Texas. The violations alleged were identified during a February 15, 2011 inspection conducted by EPA. The violations found include, but are not limited, failure to properly design, operated, and maintain wastewater lagoons and failure to properly design a manure collection system.
