Respondent voluntarily disclosed to EPA that they had acquired PCB contaminated oil from Short's Oil Company of Wellsville, NY. By acquiring this oil, the Respondent violated the prohibition on distributing PCBs in commerce. In addition to paying a penalty, the Respondent has purchased testing equipment and has instituted a testing protocol at their facility to ensure future compliance.
