Respondent disclosed to EPA that they had violated the manifesting regulations for PCBs on three separate occasions. On two of these occasions, the Respondent documented that their contractors had violated the contract specifications in shipping the waste, and EPA agreed that they had reduced culpability. The Respondent has put in place many new procedures to guard against contractor error, and prevent further violations.
