The Respondent, City of Tucumcari, owned or operated the Tucumcari Wastewater Treatment Plant, located at 1700 North Rock Island Street, in Tucumcari, New Mexico that discharges to the Canadian River Basin. The Respondent was in violation of the National Pollutant Discharge Elimination System (NPDES) permit. The Respondent is subject to regulations of the Clean Water Act (CWA).
