On September 30, 2011, the Region issued an administrative order against developer Bailin & Associates, Inc. (ÂBailinÂ) to correct violations of the Construction General Permit for Storm Water Discharges. Silt from the site was observed in a stream and two ponds near the site. Respondents are developing a 280 town house subdivision in Worcester, Massachusetts, (ÂSalisbury Hill SubdivisionÂ). The site is approximately 72 acres in size with a disturbed area of 59 acres.
