Respondent is a medium dairy CAFO in Whitney Point, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. The facility failed to implement CNMP practices in response to high risk practices, had inadequate freeboard at the manure storage structure and failed to properly operate and maintain the silage leachate collection system. An Administrative Order is being issued to order the facility to modify and properly operate and maintain the silage leachate collection system and manure storage structure, in accordance with Permit conditions.
