Respondent is a medium dairy CAFO in West Winfield, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. The facility failed to implement all CNMP practices and failed to maintain records. An Administrative Order is being issued to order the facility to implement a silage leachate collection system, implement barnyard runoff practices and maintain records, in accordance with Permit conditions.
