Respondent operates in a Foreign Trade Zone in Puerto Rico as an export forwarding agent for Merial (IA) LLC, makers of Frontline flea and tick control products for pets. On July 27, 2009, an inspection was made at DHL Global Forwarding in Carolina, Puerto Rico. Respondent was found importing for export various Frontline products. Violations included: failure to file Notices of Arrival and Foreign Purchaser Agreements with the EPA, and misbranding.
