This is an Expedited Settlement Offer (ESA) with Starco Enterprises Inc., the owner of Four Star Chemical, for violations of Section 312 of EPCRA. Starco has agreed to pay a penalty of $2000 in settlement of the action brought for failures to properly disclose its 2009 inventory of hazardous chemicals in violation of EPCRA §312.
