StarChem violated the Toxic Substances Control Act (TSCA) section 5 and the polymer exemption reporting and recordkeeping requirements at 40 C.F.R. Part 723.250 for three chemical substances and the research and development exemption notification requirements at 40 C.F.T. Part 720.38(a)(2) for another chemical substance.
