Respondent is a large dairy CAFO in Cohocton, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. The facility failed to properly operate and maintain the high flow silage leachate collection system. Other permit violations include failure to properly operate and maintain mortality management practices, conduct weekly inspections of stormwater diversions, and maintain all records and reports for at least 5 years from date reported. An Administrative Order is being issued to order the facility to modify and properly operate and maintain the silage leachate collection system, in accordance with Permit conditions. The Administrative Order also requires the facility to properly manage mortalities, conduct weekly inspections and improve recordkeeping.
