Respondent is subject to 40 CFR Part 68. Facility was inspected by EPA - submitted an RMP initially in June 21, 1999 and resubmitted it in June 7, 2004. Facility's RMP Program is found deficient since Facility's Management failed to prove that they have an adequate management system to oversee the implementation of the RMP program elements including process safety information, training, process hazard analysis, etc. EPA is requesting them to fully comply with RMP immediately.
