EPA and Swansea, MA, entered into an Expedited Settlement Agreement settling allegations that the town failed to submit and timely submit annual report(s) under the NPDES General MS4 Permit. Norton paid a $1,500 penalty and completed a waste medicine collection program supplemental environmental project.
