Failure to develop and implement a Risk Management Program for regulated substances, and submit a Risk Management Plan to the EPA. The facility resolved these compliance issues following the inspection. A Complaint was warranted because the facility should have resolved these compliance issues prior to storing and handling hazardous flammable substances in quantities greater than 10,000 pounds each.
