On September 26, 2012, EPA entered into two RCRA Section 3008(h) Administrative Orders on Consent (AOC) to implement an operation, maintenance, and monitoring remedy at the Columbia Manufacturing Company Site (CMC Site) in Westfield, Massachusetts. The AOC with the current site owner, Columbia Manufacturing, Inc., requires implementation of institutional controls. The AOC with former owners and operators, MTD Products, Inc. and Columbia Manufacturing Company, Inc., requires continued operation of a groundwater recovery system, groundwater monitoring, and maintenance of a cap covering impacted soils.
