Respondent, the City of Clovis regional solid waste treatment facility, located in Clovis, Curry County, New Mexico, violated the Clean Water Act. The violation was for failure to obtain storm water permit coverage for industrial stormwater activities and was discovered during a March 2, 2011, inspection by NMED. EPA initiated the appropriate enforcement action to address NPDES storm water program noncompliance at this facilty.
