On March 6, 2012, Region 10 filed a Consent Agreement and Final Order with Robert Branson, a farmer in Nezperce, Idaho, that resolves a violation of EPAÂs Federal Air Rules for Indian Reservations in Idaho, Oregon, and Washington (FARR). Mr. Branson violated the FARR by burning 98 acres of bluegrass residue, which exceeded the 30.5 acres he was permitted to burn by the open burning permit issued to him by the Nez Perce Tribe. Mr. Branson agreed to pay a penalty of $1,200.
