On November 3, 2011, EPA Region 10 filed a Consent Agreement and Final Order (CAFO) to initiate and simultaneously resolve an administrative action filed under Section 313 of the Emergency Planning and Community Right-to-Know Act of 1986, (EPCRA) with respondent Formula Corp.
