TransAlta violated the PCB reguilations by: (1) engaging in PCB waste handling without first notifying EPA by filing Form 7710-53 in violatin of 761.202(b) (2) failing to maintain certificates of PCB disposal as annual records in violation of 761.180(a)(2) and (3) failing to generate and maintain complete records of PCB transformer inspections in violation of 761.30(a)(1)(xii)
