On April 16, 2012, Region 10 filed a Consent Agreement and Final Order that resolves a violation of EPAÂs Federal Air Rules for Indian Reservations in Idaho, Oregon and Washington (a.k.a. FARR) by Joe McDonald, a farmer in Pendleton, Oregon. Mr. McDonald violated the FARR by burning 6 acres of wheat stubble, during a no-burn day established in accordance with a burn permit issued to him by the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) and during a burn ban imposed by the CTUIR Fire Department. Mr. McDonald agreed to pay a penalty of $1,300.
