Respondent operates the crushed stone and gravel facility located in Norwich, NY and was operating without coverage under the NYSDEC SPDES MSGP for Stormwater Discharges Associated with Industrial Activity at the time of EPA's August 3, 2011 inspection. Stormwater discharges from the site to a drainage ditch and through a culvert pipe to the Chenango River.
