On November 12, 2012, Region I filed a Consent Agreement and Final Order (CAFO) that simultaneouslyllll initiated and resolved a violation of Section 313 of the Emergency Planning and Community Right to Know Act (EPCRA) by EC Pigments USA, Inc. of Fall River, Massachusetts. The CAFO alleged that the facility failed to submit the required Toxic Release Inventory Form for two chemicals in 2010. The action was part of OECA's EPCRA 313 non-filer initiative. Pursuant to the CAFO EC Pigments USA, Inc. will pay a civil penalty of $7,600.
