On August 9, 2012, EPA Region 10 filed a Consent Agreement and Final Order to initiate and simultaneously resolve an administrative action filed under Section 313 of the Emergency Planning and Community Right-to-Know Act of 1986 with CPM Development Corporation. EPA alleged that CPM Development Corporation, an asphalt and concrete manufacturer located in Spokane, Washington, failed to submit timely Toxic Chemical Release Inventory Reporting Forms (ÂForm RÂ) for lead compounds and nitrate compounds for calendar year 2010. CPM Development Corporation has agreed to pay a penalty of $25,400.
