On July 30, 2012, Region 1 filed an administrative complaint alleging that J&S Oil Company violated section 311(j) of the Clean Water Act (CWA) and the Oil Pollution Prevention Regulations at 40 C.F.R. Part 112. Specifically, the Complaint alleges that a facility owned by J&S Oil Company in Manchester, Maine, which includes a car wash, oil change service station and an oil tanker truck depot, failed to maintain and implement an adequate Spill Prevention, Control, and Countermeasure Plan in violation of section 311 of the CWA.
