EPA issued a NOV/FOV under the Clean Air Act to East Balt for their facility located at 1801 West 31st Place in Chicago, Illinois. The facility is located in an Environmental Justice-designated area. East Balt caused or allowed the construction of a major modification when an oven was upgraded on a bakery line. EPA issued the NOV/FOV for non-compliance with Nonattainment New Source Review requirements, the federally enforceable Illinois State Implementation Plan, and Title V permit requirements. The Consent Decree requires East Balt to pay a civil penalty of $345,000 and perform injunctive relief valued at approximately $390,623 to reduce emissions of 343.94 tons per year of volatile organic compounds.
