Consent Agreement and Final Order (CAFO) was signed in settlement of a TSCA action taken against Respondents, Donald Scheffler and Scheffler Painting, LLC for failure to comply with the Lead Renovation, Repair, and Painting (RRP) Rule at 40 C.F.R. Part 745, Subpart E. EPA alleged that Respondents failed to provide the owner of a subject unit the requisite lead hazard information pamphlet and obtain written acknowledgement thereof; failed to document the work practice standard requirements (including certification) for renovators; failed to obtain said certification, and failure to take requisite steps to contain paint dust from the renovation work.
