the Regional Judicial Officer executed a Final Order to make effective a Consent Agreement between EPA and Dyno Nobel, Inc. (ÂRespondentÂ). The Consent Agreement resolved EPAÂs claim that Respondent failed to immediately report to the NRC, the SERC, and the LEPC releases of anhydrous ammonia in quantities exceeding the RQ on February 5, 2010 and November 17, 2011, violating EPCRA Section 304, 42 U.S.C. § 11004, and CERCLA Section 103, 42 U.S.C. § 9603. Respondent will pay an EPCRA civil penalty and a CERCLA civil penalty.
