The City of Inkom, Idaho (City) has agreed to pay a $28,160 penalty to settle violations of the NPDES permit issued to the City for discharges from the CityÂs wastewater treatment facility. This enforcement action was resolved through an administrative consent agreement and final order pursuant to Clean Water Act section 309(g)(2)(B). The CityÂs wastewater treatment facility provides secondary treatment of wastewater prior to discharge into the Portneuf River. The wastewater treatment facility is part of a sanitary sewer system that receives domestic wastewater from residential and commercial sources. Between November 2007 and May 2012, the facility had 1,717 effluent limit violations of its NPDES permit. The facility exceeded its permit limits for biochemical oxygen demand, total suspended solids, Escherichia coli (E. coli), pH, total residual chlorine, total inorganic nitrogen and total phosphorus.
