The Town of Swampscott, MA has failed to comply with its NPDES MS4 permit and among other violations noted has allowed the discharge of pollutants into the waters of the US through its MS4 . Under the CD, theTown will pay a civil penalty, enact an ordinance to prohibit the introduction of non-stormwater discharges into the MS4, conduct dry and wet weather monitoring of all MS4 outfalls, and investigate and eliminate all non-stormwater discharges in the MS4.
