EPA issued a pre-negotiated offer to settle against CM Rogers Handyman (Manchester, NH) (TSCA-01-2012-0071)
for alleged violations of the RRP Rule. In July 2011, EPA had inspected a mixed use residential and commercial building in Manchester, being renovated by CM Rogers Handyman and found RRP workplace noncompliance, including notification, certification, and workpractice noncompliance. Based on financial information provided by Mr. Rogers, the Region determined that he did not have an ability to pay a penalty and entered into a settlement under which he certified he was in compliance with the RRP Rule.
