Pursuant to Section 309(a) of the Clean Water Act, EPA Region 10 has issued a Compliance Order on Consent to the Caldwell Housing Authority for violations of its NPDES permit (Permit Number ID0025453). The wastewater treatment facility exceeded permit limits for biochemical oxygen demand and total suspended solids. The Order requires the Housing Authority to complete facility upgrades no later than September 31, 2014.
