An Expedited Settlement Agreement ( ESA ) was offered to the Respondent for failure to apply for coverage under the 2012 EPA Conostruction General Permit (CGP), deficiencies in the site stormware pollution prevention plan (SWPPP), and faillure to conduct site stormwater inspections at the Hickory Beech construction site located in Topsfield, MA.
