Summary

This Settlement Agreement provides for the performance of removal actions by Respondent and the reimbursement of certain response costs incurred by the United States at or in connection with the properties located at 1100 W 21st Street, and 1139 W 23rd Street, in Indianapolis, Marion County, Indiana, 46202. The properties are jointly referred to herein as the Carrier-Bryant Site (Site). The Site is located on a portion of an abandoned manufacturing facility that is currently vacant, with several dilapidated buildings still standing. The Site has extensive graffiti and open dumping. Trespassers have organized crude living areas or shelter in one building near leaking drums, and in another close to friable asbestos. The police have recovered a stolen car discovered inside one building during the Site Assessment, and EPA observed that drums were knocked over, damaged, punctured and vandalized, and open burning and metal scrapping have occurred at the Site.
