Respondent is a large dairy CAFO in Fabius, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. The facility failed to maintain records, properly operate and maintain systems of treatment and control and failed to ensure that clean water is excluded from concentrated waste areas and production areas to the fullest extent practical. An Administrative Order is being issued to order the facility to comply with Permit conditions.
