Based on the information provided by the broker it appears that 1) the importer or record failed to submit EPA Form 3540-1 to EPA prior to the arrival of the shipment into the U.S. as required by the regulations at 19 CFR 12.112 and 2) the unregistered pesticide does not contain necessary statements.
