Unifirst violated 310 CMR 7.02 and 310 CMR 7.00, Appendix A, in the Massachusetts SIP by failing to apply for and obtain NSR permits upon acquisition of new washers and dryers at its Dorchester and Springfield facilities. In additiona, Unifirst failed to apply for and obtain Title V operating permits, as required by 40 C.F.R. Part 70, for the Dorchester and Springfield facilities.
