Unifirst violated Section 22a-174-3a of the Regulation of Connecticut State Agencies in the Connecticut SIP by failing to apply for and obtain NSR permits upon acquisition of new washers and dryers. In addition, Unifirst failed to apply for and obtain a Title V operting permit, as required by 40 C.F.R. Part 70 for the Stratford facility.
