EPA alleged that the Rhode Island Air National Guard (RIANG), 143rd Airlift Wing in North Kingstown, RI, violated Rhode Island Air Pollution Control Regulations by failing to apply for and obtain a New Source Review permit prior to the installation, in calendar year 2001, of its paint spray booth and the associated purchase of four spray guns. RI ANG also violated regulations for the surface coating of miscellaneous metal parts and products by failing to comply with recordkeeping requirements.
The Consent Agreement and Final Order (CAFO) requires RIANG to pay a penalty of $39,400, to meet stringent VOC emissions standards, employ improved coating practices to limit its VOC emissions, cap its annual VOC emissions below major source levels, and apply for state permit conditions no less stringent than those contained in the CAFO.
