Respondent, which operates a glass container manufacturing facility, discharged pollutants to waters of the U.S. in violation of the Washington State NPDES Industrial Stormwater General Permit, including failures to sample and failure to sign and certify self inspection reports. The company agreed to pay a penalty of $86,000.
